Prevention is definitely better than cure in this respect. That means you should focus on reducing the opportunities they have to get inside your building in the first place. Look from room to room, checking for possible entry points. Watch out for any water leaks too. If the rats know they have access to a source of water, they have every reason to keep coming back.
